In Pharaon you perform your actions on the Wheel of Actions, in the center of the game board. For all actions you have to pay costs to be able to perform the action and because of the spinning wheel these costs change per round. This means there are many tactical choices to be made.

Are you going for the pyramid track or are you trying to meet the goals? You can't do everything, so you will have to plan actions well.
